High Court of Jammu & Kashmir and Ladakh Invites Applications for President Posts in District Consumer Disputes Redressal Commissions

The High Court of Jammu & Kashmir and Ladakh has issued Advertisement Notification No. 03 of 2025/RR dated 25.04.2025, inviting applications for the appointment of Presidents in six District Consumer Disputes Redressal Commissions across the Union Territories. The districts with available vacancies are Doda, Srinagar, Anantnag, Baramulla, Budgam, and Kupwara. The last date for submission of applications is 15.05.2025.

 

Candidates must be persons who are, have been, or are qualified to be District Judges. Disqualifications include convictions involving moral turpitude, insolvency, unsoundness of mind as declared by a competent court, removal or dismissal from government service, and financial or other interests that could prejudicially affect the discharge of duties.

Appointments will be made in accordance with the Consumer Protection Act, 2019, and the Consumer Protection (Qualification for appointment, method of recruitment, procedure of appointment, term of office, resignation and removal of the President and members of the State Commission and District Commission) Rules, 2020, subject to amendments and the outcome of pending civil appeal SLP (Civil) No. 25612 of 2023 before the Supreme Court.

 

Selected Presidents will serve for a term of four years or until the age of 65 years, whichever is earlier. They are required to submit a declaration of financial and other interests and a physical fitness certificate signed by a Civil Surgeon or Chief Medical Officer. They must also take an oath of office and secrecy in prescribed forms.

 

Applications must be submitted digitally via email to "recruitmentcell99@yahoo.com" with a duly filled application form in PDF format. A fee of Rs. 1000/- per application, payable via Demand Draft, must be attached. Candidates wishing to apply for more than one District Commission must submit separate applications and fees. Incomplete applications or those received after the deadline will be rejected.

 

The selection process involves a written test consisting of two papers, each worth 100 marks, and a viva-voce carrying 50 marks. Paper I will test general knowledge, current affairs, knowledge of the Constitution of India, and various consumer-related laws. Paper II will require writing an essay on issues related to trade, commerce, consumer affairs, or public affairs, and a case study analysis.

The qualifying mark in each paper is 50 percent. Documents will be verified only at the stage of viva-voce. In-service candidates must apply through proper channels, and the rules for salary and service conditions are governed by the Jammu & Kashmir Consumer Protection (Salary, Allowances & Conditions of Service of President and Members of the State Commission & District Commission) Rules, 2021.

 

The Selection Committee reserves the right to cancel the advertisement without assigning reasons. The date of examination and viva-voce will be announced separately through print, electronic media, and the official website of the High Court of J&K and Ladakh at https://www.jkhighcourt.nic.in.
