
NGT Seeks Response from Authorities on Encroachment and Neglect of Historical Narela Water Body

The National Green Tribunal (NGT), Principal Bench at New Delhi, has taken cognizance of the alleged encroachment and neglect of a historical water body located in Narela, Delhi, and issued notice to the concerned authorities for their response. A three-member bench comprising Justice Prakash Shrivastava (Chairperson), Justice Arun Kumar Tyagi (Judicial Member), and Dr. Afroz Ahmad (Expert Member), held that the issue raised involves substantial questions relating to compliance with environmental norms.
The grievance was brought before the Tribunal through an Original Application filed under Section 14 read with Section 15 of the National Green Tribunal Act, 2010. The applicant has drawn attention to the deteriorating condition of a significant water body measuring 84 Bighas (approximately 7 hectares), situated in Section A-10 of Narela. According to the applicant, this water body was historically constructed by a king named Chand and used for water sports, thereby holding both environmental and heritage significance.
Supporting the claims, the applicant referred to revenue records which purportedly reflect the classification of the site as a water body. It was alleged that the site has been subjected to rampant encroachment and that, despite several representations to various authorities, no effective steps have been taken to address the illegal occupation or to rejuvenate the pond.
The application further included references to official documents that show administrative awareness of the issue. These included a letter from the Delhi Development Authority (DDA) to the Director (Planning) regarding issuance of a drawing for beautification of the pond, as well as a letter dated 13.07.2022 from the Member Secretary, Wetland Authority of Delhi, addressed to the Superintending Engineer (HCC-1)/Water Bodies, DDA. The latter communication requested revival and development of the pond and submission of a progress report in this regard.
The Tribunal noted that the issue raised involves a “substantial issue relating to compliance of environmental norms” and accordingly issued notice to the respondents. The respondents have been directed to file their response or reply by way of affidavit, through e-filing, at least one week prior to the next hearing date. The next hearing is scheduled for 18.09.2025. In addition, the Tribunal directed the applicant to ensure service of notice upon all respondents and to file an affidavit of service at least one week before the next date of hearing.
