Supreme Court Issues Administrative Circular Prohibiting Chewing of Pan Masala/Gutka and Spitting Within Court Premises

The Supreme Court of India has issued an administrative circular directing all users of the Court buildings to refrain from chewing “pan masala/gutka, tobacco, etc.” and from spitting any residue within the Court premises.
Circular dated February 11, 2026, Issued by the Court’s Administrative General Branch, the circular records that it has been observed that certain building users chew pan masala/gutka and tobacco and thereafter spit the residue in “wall corners, washbasins, drinking water facilities, etc.”
The circular notes that such conduct leads to water blockage, creates a “risk of infections”, and causes inconvenience to other users of the premises.
In view of the above, the Court has “impressed upon all concerned” not to engage in spitting of pan masala/gutka, tobacco, etc. within the premises, as a direction to maintain hygiene and cleanliness and to cooperate in keeping the परिसर clean and tidy.
The circular has been issued under the signature of the Assistant Registrar (AG) and has been marked to “All Concerned”.
