UAE Introduces Comprehensive Media Regulatory Framework to Promote Responsible Content and Industry Growth

The UAE Media Council has launched a new regulatory system to govern the country’s media sector, the first major legislative reform in over 40 years. Announced in Dubai, the framework introduces structured guidelines for individuals and institutions engaged in media activities, aiming to ensure responsible content, regulatory clarity, and sectoral growth.

 

The system sets out 20 clear standards applicable to all media formats, including digital, print, broadcast, advertising, and cinema. These standards prohibit misleading content, mandate a clear distinction between editorial and promotional material, and restrict unlicensed content in sensitive sectors such as health. The emphasis is on preserving national identity, maintaining content transparency, and preventing misinformation.

 

Individuals are now permitted to own and operate media entities, subject to compliance with specified licensing and operational conditions. This change opens the sector to entrepreneurial participation while retaining regulatory control.

 

Enforcement measures include warnings, fines up to AED 1 million, and, in cases of repeated violations, fines up to AED 2 million. The Council may also suspend or cancel licenses and permits. A public monitoring platform will allow community reporting of non-compliant content, strengthening enforcement through civic participation.

 

To support local content development, the framework introduces exemptions and incentives for creators, writers, filmmakers, and small cinema operators. These include tailored publishing packages and relief from certain licensing obligations, aimed at encouraging UAE-based cultural production.

Legal practitioners advising media clients should reassess compliance frameworks, update contracts and internal policies, and guide clients through licensing and operational requirements. Content creators, especially in the influencer and digital space, must ensure adherence to the new standards to avoid sanctions.

 

This regulatory overhaul reflects the UAE’s intent to modernise its media environment, enforce accountability, and foster content that aligns with national values and legal standards.
