Supreme Court Directs Registry To Not Clear Petitions Filed With Black-And-White Photographs; Requires AoRs To Submit Colour Images And Comply With Filing Specifications

The Supreme Court of India Division Bench of Justice Surya Kant (now CJI), Justice S.V.N. Bhatti and Justice Joymalya Bagchi on 21st November, ordered that the Registry must refrain from listing any paperbook containing monochrome photographs, requiring instead colour images supported by measurements and a conceptual plan. The Bench clarified that matters will continue to be treated as pending defects until such material is furnished, and that when photographs are uploaded electronically, Advocates-on-Record must also provide physical colour copies. The directions were issued in the context of ensuring complete and proper visual documentation before the matter proceeds.
The Court directed that “The Registry is directed not to clear any paper-book for listing where the photographs appended are black-and-white.” It further stated that “unless proper coloured photographs, along with distance dimensions and supported by a conceptual plan, are appended, no such material shall be allowed to be placed on record, and the matter will remain in the list of ‘defects not cured’ till further orders.”
“If the photographs appended with the paper-book are filed through e-mail or e-filed, the learned AORs are directed to simultaneously submit hard copies of the coloured photographs also.”
